New technologies will transform many aspects of the civil registration process for citizens, improving convenience, user experience and security. But while technologies are improving, risk relating to citizen identities often comes from where it is least expected.
When referring to secure identities, the most obvious risk relates to the authenticity of physical documents or the integrity of digital credentials. However, the threats on identity systems can occur early on in the process, often well before an ID document is created.
